Health Equality Framework+ (HEF+)

The Health Equalities Framework+ (HEF+) is an outcome measure used across Wales by Health Boards’ learning disability specialist services to identify health inequalities people with a learning disability and their family/ carers may experience.  

Part of the NHS Wales Executive, Improvement Cymru’s Learning Disability Programme supports Health Boards and Trusts to use the HEF+. We’re also involved in several projects to further its effectiveness. 


Background 

Endorsed by Welsh Government, the HEF+ aims to support specialist learning disability services in Wales to understand the impact and effectiveness of health and social care services. 

The HEF+ enables services to collect and monitor health equality impact data and use it to inform service delivery and design, either for an individual, population or region. This data is monitored and gathered over a period of time to identify variation, identify inequalities and improve health outcomes.   

By understanding these factors, it helps to support and enable the specialist learning disability services to proactively prevent and intervene, minimising and reducing health and social care inequalities for people with a learning disability. 


HEF+ resources

All specialist learning disability services in Wales are expected to use the HEF+ when delivering care. There are several resources to support this.
